While since 2003 the communal waste water is managed by the CCG, a new public service was created in January 2006: the SPANC or the "public service for individual waste water".
The creation of this service responds to the water law of January 3rd 1992 which imposes the communes to control the installations for waste water for individual houses and other buildings (schools, restaurants …) which are not connected to the general sewage network or which cannot be connected.
On the territory of the CCG there are today about 1000 households with an individual waste water system. Eventually there will be only 450 in future.
The SPANC has two missions :
There is a control according to your situation but in any way, the concept the realisation and the maintenance of the individual waste water facility is payable and at the responsibility of the owner.
The control for new or renovated facilities will be done in two steps :
If your waste water facility is already functioning, the technician will check the installation and make out faults of the concept and sign of wear: this is the diagnostic control. It simply means to see that the installation functions well and is regularly looked after. The technician would evaluate any possible dysfunctioning and decide whether a renovation should be undertaken.
In both cases, a periodical control of good functioning and maintenance should be done every 4th year. This will assure in the long run the efficiency and the regular maintenance of the facility (emptying of the tank and destination of its contents).
The SPANC is a public service which is paid for be the fees of the users during the different controls. The bills are addressed to the owners of the houses.
