The association of regional cooperation (ARC) of the Genevois

The association of regional cooperation (ARC) of communes of the Genevois is composed of public organisations of cooperating communes (EPCI) bordering the Canton of Geneva. Its objective is to coordinate the action and reflection of its members which are within the scope of the French and cross-border political authorities dealing with the development of the French Genevois.

The association is constituted of the founding members, member partners and associated members. The founding members are the public organisations of cooperating communes interested in the stake of the development of the cross-border agglomeration of the Genevois.

First there are :

  • the “Communauté de Communes” of the Pays de Gex
  • the “Communauté de Communes” of the Genevois
  • the “Communauté de Communes” of the agglomeration of Annemasse
  • the “Communauté de Communes” of the Bas Chablais

and then :

  • the “Communauté de Communes » of Arve-Salève
  • the »Communauté de Communes » of the Basin of Bellegarde
  • the “Communauté de Communes » of the Voirons
  • the “Communauté de Communes » of the Semine
  • the“Communauté de Communes » of the Collines du Léman
  • the SIVOM of the Vallée Verte

The member partners are organisms involved in different reflections or actions related to the objectives of the association:

  • the Departments of Ain and the Haute-Savoie
  • the Region Rhone-Alps

The associated members are organisms with a responsibility or mission linked to the objective of the ARC such as :

  • the SIMBAL (Syndicat Intercommunal Mixte de Gestion du Contrat Global) = Syndicate of 72 communes in charge of the development contract of the Rhone Alps region
  • the SEGH (Syndicat d'Etudes du Genevois Haut-Savoyard) = A planning syndicate of the Genevois Haut Savoyard
  • the SIAC (Syndicat Intercommunal d'Aménagement du Chablais) = Association of communes for the development of the Chablais

The Board of the ARC association is composed of 4 presidents of the founding members bordering the Canton of Geneva :

  • Bernard Gaud, President of the ARC and President of the CCG
  • Etienne Blanc, Vice-President of the ARC and of the « Communauté de communes »of the Pays de Gex
  • Robert Borrel, Vice-president of the ARC and President of the « Communauté de Communes »of the agglomeration of Annemasse
  • Bernard Fichard, Vice-president of the ARC and President of the « Communauté de Communes »of the Bas Chablais.

The President changes every year. This year’s president is Mr. Bernard GAUD.

Some examples of projects from the ARC association :

  • Transport (plan of urban cross-border transport…), urbanisation and housing
  • Coordination of the cross-border economic development centres: Rectangle d’Or, Etoile d’Annemasse, Geneva's Southern Gateway as well as common actions now and in future: International real estate trade fair MIPIM…
  • School, adult continuing education, and university education
  • Planning, management coordination of the health systems in the cross-border basin
  • Treatment of legal questions linked to the French territory, for example: syndicat mixte of transport (syndicat mixte = private and public owned company) as well as the cross-border cooperation (for example: GLCT). Proposition of any operational structure necessary for the development of the territory.

But the main project for the ARC association is the metropolitan project Franco-Vaud-Geneva and the contract of metropolitanising.
